Mr. Jamie R. Hoots, a native of Pittsburgh, PA, became the director of Budget and Finance at Bowie State University in April 2006. Prior to arriving at Bowie State University, Mr. Hoots served one year as a higher education budget analyst in Maryland’s Department of Budget and Management and, for six years before that, as grants manager at the University of Pittsburgh’s Learning Research and Development Center. As budget analyst, Mr. Hoots analyzed and assessed the funding and performance of University System of Maryland institutions, and provided recommendations for funding to be included in the governor’s proposed annual budget. In his role as grants manager, Mr. Hoots prepared numerous project budgets for large-scale, multi-year federal and private research initiatives being proposed and in production. Also as grants manager, Mr. Hoots automated several routine budget functions in an effort to simplify reporting requirements, produce ad hoc requests, and manage data.
Overall, Mr. Hoots brings to Bowie State University 21 years of experience in the areas of internal auditing, accounts receivable, accounts payable, forecasting, and account reconciliation in both the public and private sectors. In addition to his experience in the accounting and finance areas, Mr. Hoots’ work also includes developing systems to automate accounting procedures and functions using a variety of software programs.
Mr. Hoots earned his master’s in public policy and management from the University of Pittsburgh’s Graduate School of International Public Affairs, and a Bachelor of Science in business administration, majoring in accounting, from Robert Morris University in Pittsburgh, PA.
