Towson, MD 21204 Employee Diversity & Performance Improvement Analyst (Personnel Analyst III) SALARY: $2,058.04 - $3,206.23 Biweekly $53,509.00 - $83,362.00 Annually APPLICATIONS WILL BE ACCEPTED THROUGH: 03/22/09 EXAMPLES OF DUTIES: - Develops, implements and manages the County's EEO plan, work force diversity projects, strategic recruitment plans and outreach projects.
- Develops, implements and monitors the County's performance evaluation process and performance improvement metrics.
- Uses automated systems to collect and analyze data and prepare statistical reports.
- Partners with agency and department management to implement and monitor performance metrics programs and tools.
- Conducts site visits to and meetings with County agencies and departments.
- Provides management consultation and training for the EEO plan, work force diversity projects, performance improvement, managing for results and other human resources and employee relations projects.
- Human Resource project planning and monitoring.
- Performs other related duties as required.
REQUIRED QUALIFICATIONS: Graduation from an accredited college or university with a bachelor's degree, preferably in personnel administration, business or public administration, or psychology; plus At least four (4) years' professional experience in personnel administration, including the following: - Development, implementation and monitoring of EEO plans;
- Development, implementation and monitoring of strategic recruitment plans;
- Development, implementation and monitoring of performance metrics;
- Interpretation and application of employment law;
- Proficient use of relational database and spreadsheet software;
- Use of automated systems for data collection, statistical analysis and reporting;
- Research and analysis of complex personnel issues; and
- Project planning and monitoring.
(Experience in personnel administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in personnel administration, business or public administration, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)
