    Dr. Ciliberti has been teaching at Bowie State University since 1967.  Prior to a stint in Iraq, Dr. Ciliberti served as the coordinator of Undergraduate Secondary education program.  Dr. Ciliberti has also served as Chairman of the Faculty Association and President of the local chapter of the American Association of University Professors.  In 1998, Dr. Ciliberti started work as an Adjunct Professor at the University of Maryland University College teaching courses related to state level lobbying, government, politics and history.       

        In 1999, he served as a U.S. representation on the democracy building mission to Moscow and St. Petersburg, sponsored through the U.S. Department of State.  From 1995 to 1998, Dr. Ciliberti was in the Maryland House of Delegates, representing the 39th Legislative District.  Dr. Ciliberti was appointed to the National Advisory Council on Adult Education in 1987 and to the National Graduate Fellow Program Fellowship Board of Directors in 1985.
