Guiding Principles

  • A commitment to protecting health and safety. The development of this plan places the highest priority on protecting the health and safety of students, faculty, staff and the community surrounding the university. Our plans will be guided by the best scientific and medical information available.
  • An emphasis on shared governance. Bowie State University’s plan was developed with cross-section representation of the university including each of the shared governance groups. The various departments and operational units were engaged in the process throughout the plan’s evolution.
  • A commitment to excellence. As we move through planning to manage the pandemic, we will maintain our focus on staying true to our mission of providing first-class educational experiences that engage and inspire students, both in-person and virtually. The university’s three priorities of academic excellence, student success and the long-term viability of the university are maintained throughout the plan.
  • Adherence to a standard of care. The plan requires strict compliance with state and federal laws, as well as regulations and executive orders guiding response to the pandemic. There will be full compliance with public health guidelines issued by the Center for Disease Control (CDC) as they pertain to the university’s physical environment and disease prevention practices, as well as guidance from the University System of Maryland.

Continuing with a comprehensive communication plan, extensive notification will be given to the campus to reinforce any new guidelines as conditions evolve.
